We'll update the product with a diagram - the listed dimensions are to the top of the bag (at the handle), so the sealed area will not fit the box you described.
Furthermore, the 21 inch width refers to the size of the flat bag. The bag is gusseted to expand on the bottom (center by 10 inches), which decreases the available width as the bag pinches in (because it's sealed on the side edges.)
