The 14 x 10 cupcake box will not reliably fit in the 14 x 10 x 15.5 in. bag.
The boxes are stamped out at pretty exact dimensions - however once they're folded, due to paperboard thickness and interlocking tabs - they tend to be slightly larger - whereas the bags are mass produced on a glue / folding machine that has variances that can make them slightly smaller than 14 x 10. Plus, neither material stretches very well - so it's not like they can be squeezed in easily.
